
Project History
- After reviewing historical data, LCRA completed an Assessment of Water Quality Impairment in Gilleland Creek. Special attention was given to E. colidata, permitted facility information and pollution complaints.
- LCRA developed the Gilleland Creek TMDL Final Monitoring Plan.
- July 26, 2005 - LCRA hosted a meeting and presented the Assessment and Final Monitoring Plan to Clean Rivers Program Steering Committee members.
- A Stakeholder Committee was created to gather public input and help guide the Gilleland Creek TMDL study.
- October 24, 2005 - LCRA hosted a Gilleland Creek TMDL Stakeholder meeting and presented a summary of results from the first phase of water quality monitoring. The Stakeholder Committee provided suggestions for the next phase of the project and gave input on data analysis.
- LCRA staff conducted water quality monitoring on Gilleland Creek bi-monthly in dry weather and six times in wet weather.
- July 27, 2006 - LCRA hosted a Gilleland Creek TMDL Stakeholder meeting to present results from water quality monitoring and discuss the next phase of the project. Special presentations were made on the City of Pflugerville’s Wastewater Treatment Plant expansion and the importance of water quality in the community.
- With water quality monitoring completed, LCRA developed the Gilleland Creek Final Data Analysis Report and completed the Draft TMDL Report.
- January 25, 2007 - LCRA hosted a Gilleland Creek TMDL Stakeholder meeting to provide answers to any questions about the Draft TMDL Report. Presentations included an explanation of the technical analysis and discussion of implementation ideas from other bacteria TMDLs.
- February 22, 2007 - LCRA staff attended a TCEQ public meeting at the Pflugerville Justice Center. The meeting provided citizens with an opportunity to comment on the Draft TMDL Report.
- LCRA submitted comments on the Gilleland Creek Draft TMDL Report to TCEQ.
- March 26, 2007 - The first Gilleland Creek Technical Subcommittee meeting was held at LCRA offices. The goal of the meeting was to begin developing the TMDL Implementation Plan. Attendees included representatives from the City of Austin, City of Pflugerville, Travis County, Texas Parks and Wildlife, TCEQ, Texas Watch, HDR Engineering and Texas State Soil and Water Conservation Board.
- June 12, 2007 - The second Gilleland Creek Technical Subcommittee meeting was held at LCRA offices. Attendees were split into five smaller workgroups to discuss possible projects to put into the Gilleland Creek TMDL Implementation Plan. The five smaller workgroups are:
- Structural BMP Group
- Wastewater Group
- Natural Resource Management Group
- Education and Outreach Group
- Ordinance and Planning Group
- August 8, 2007 - The Draft TMDL Report was approved by TCEQ commissioners.
- September 26, 2007 - LCRA hosted a Gilleland Creek TMDL Stakeholder meeting to solicit input on water quality activities to be included in the Gilleland Creek TMDL Implementation Plan. Presentations included a project update, overview of the Technical Subcommittees work and "What's Next".
- In November 2007, LCRA staff developed a strategy and timeline to complete the Gilleland Creek TMDL Implementation Plan.
- November 26, 2007 - Structural BMP workgroup met to develop the key elements for the group’s management measures.
- December 11, 2007 - Ordinance and Planning workgroup met to develop the key elements for the group’s management measures.
- December 12, 2007 - Wastewater workgroup met to develop the key elements for the group’s management measures.
- December 14, 2007 - Education and Outreach workgroup met to develop the key elements for the group’s management measures.
- January 11, 2008 - Natural Resource Management workgroup met to develop the key elements for the group’s management measures.
- January 23, 2008 - Structural BMP workgroup participated in a conference call to comment on a draft proposal TCEQ for "Conceptual Design of Detention Pond Retrofits in the Gilleland Creek Watershed".
- February 13, 2008 - Structural BMP and Wastewater workgroups participated in a joint meeting to discuss storm water management strategies.
